I think you need to have a certain ammount of hours played, or at least level 10, in order to use the chat.
It was like this for me.
Unless you already meet the above requirements… you will have to obtain them.

You need to be lv10 first also you need to finish some quests for newbies. You need to earn some kind reputation for your race then you can use all chats.

Maybe try send a ticket to say that you can’t use whisper and channel chats. They should take time to give you a feedback.
