Is it consider mutliboxing if i am playing my client on my laptop and i have a second client opened on my desktop (TWO DIFFERENT PCS running their own client) ?

Multiboxing is not allowed and refers to playing multiple characters simultaneously, regardless of whether this is done via 3rd party software, alt-tabbing between instances, or by running multiple machines.
So It doesn’t matter if you are running the game on two different machines. It is considered to be multiboxing.
